but, you have to admit there are days in the library when cookie monster would come in and ask for a book and a box of cookies, because would seem like a relatively normal request compared to the others that come in to a public library reference desk.
Plus, I think a reference desk that did give out cookies would vastly increase their statistics.

Yes, some days the cookie monster questions are the easy ones.
I think if we kept cookies at the reference desk, I would be the one eating them all.
